What is Emergency Management?

Emergency Management is more than just a function. It’s a dedicated professional discipline. Let’s demystify the most misunderstood discipline in the realm of Public Safety.

Metrics That Matter

One of the most critical skills for any resilience professional to learn is how to collect and share metrics that matter.

The Future Can’t Be Built on Burnout

The next generation of resilience professionals are watching us. What kind of culture are we modeling for them today? What kind of culture should we model instead?

From Invisible to Indispensable

Resilience professionals and emergency managers understand better than most the concept of invisible success. Invisible programs don’t get the resources, funding, and support they need.

Rachel Porter is an emergency management leader specializing in critical infrastructure resilience, with nearly 20 years of experience building and leading programs across the public, private, and nonprofit sectors.

She currently leads resilience and emergency management for transmission and distribution at Arizona’s largest electric utility, supporting reliable power for nearly 1.4 million customers. In that role, she designs and implements frameworks that protect critical operations, strengthen grid reliability, and enable coordinated response during high-consequence events.

Rachel has been at the forefront of industry efforts to strengthen resilience across the bulk electric system. She serves on the North American Transmission Forum’s Resilience Practice Group Core Team, contributing to guidance and methodologies that shape resilience strategy across the energy sector.

An Arizona Master Emergency Manager and Certified Business Continuity Professional, Rachel is a field-tested operator who has deployed in disaster response operations and directed coordination during complex incidents. She serves as Chair of the IAEM USA Community and Member Engagement Committee and is President-Elect of the Central Arizona Chapter of the Association of Continuity Professionals, advancing emergency management and business continuity as essential, interdependent disciplines.
